From SM City (preferably in their terminal near the lounge) you need to ride a ROUTE # 5 FESTIVE WALK TRANSPORT HUB ILOILO CITY PROPER VIA SM CITY. This jeep will pass by Atrium.
Please note that you need to ask the driver if the jeep is already going back to city proper because the jeep might still be in route going to Atria-Festive area.
