Iloilo City Council Adopts the Implementing Rules and Regulations of Revised Children’s Code of 2019

The Implementing Rules and Regulations (“IRR”) of the Iloilo City Revised Children’s Code of 2019 (“Regulation Ordinance No. 2019-506”) has been approved and adopted recently by the Sangguniang Panlungsod through Resolution No. 2022-157.

Promulgated to implement the provisions of the ordinance, the IRR shall provide the City Government including all barangays, other local government agencies, public institutions, nongovernmental organizations, people’s organizations, and private institutions with adequate and specific guidelines for the implementation of a comprehensive local policy institutionalizing the Iloilo City Revised Children’s Code of 2019.

This is to ensure that the basic needs of children for health and sanitation, nutrition, early education, child protection, social services development and human development are substantially met.

One of the ordinance’s prime advocates, the Iloilo Children Welfare Foundation (“ICWF”) Inc. commenced the review of the 2012 Iloilo City Comprehensive Children’s Welfare Code November 2019 in collaboration with the Bata Muna Network (“BMN”) Panay.

ICWF as the focal point organization conducted the periodic review, consultation, and assessment on the provisions of the code with the active participation of BMN Technical Working Group members along with the local government partners, children and youth organizations, and other stakeholders.

Series of BMN TWG meetings was supported by KIYO Empowering Youth Together of Belgium with the guidance of the Board of Trustees headed by chairperson Rosalie S. Treñas, and Engr. Adrian N. Moncada as president and executive director, and the staff of ICWF.

It aimed to provide technical inputs and ideas in recognizing the importance of upholding, enhancing and institutionalizing the basic survival, development, protection and participation rights of children as stipulated in the United Nations Convention on the Rights of the Child (“UNCRC”).

Through the strengthened partnership of ICWF and BMN Panay, the revised code was submitted to the City Government represented by Mayor Jerry P. Treñas, the Chairman of the Iloilo City Council for the Protection of Children in October 2019.

The revised Iloilo City Comprehensive Children’s Welfare Code was approved November 19, 2019.

It was co-authored and sponsored by the City Councilors Alan Zaldivar and Lady Julie Grace Baronda.
